About the Association

What is the HOA?

The Homeowners Association is made up of all property owners whose homes are legally tied to the Association through the property deeds and CC&Rs.

What is the primary purpose of the HOA?

The HOA helps maintain a safe, attractive neighborhood and protect property values by upholding the Association’s governing documents, including the Bylaws and CC&Rs.

How many homes are in the Oak Creek Meadows HOA?

There are 130 homes within the Association.

Are all homes in the neighborhood part of the Oak Creek Meadows HOA?

No. Spring Meadows HOA maanges 457 homes, and a small number of properties are not currently part of any HOA. Those properties were originally intended to join Oak Creek Meadows HOA, but the required paperwork was never completed. At this time, the Board is not pursuing annexation of those properties.

Architectural approval

What does Architectural Approval mean?

Architectural Approval applies to exterior additions, improvements, or modifications to a property. This may include fences, sheds, inground pools, exterior paint changes, outbuildings, walls, and other structures.

Do I need approval to repaint my house?

Yes. Homeowners must submit an Architectural Change Request form along with any applicable information for Board review before repainting.

How long does the HOA have to respond to an Architectural Change Request?

The HOA has up to 30 days after receiving plans to provide a response. For minor modifications, the Board strives to respond within 48 hours whenever possible.

Do I need approval to install solar panels?

Under Oregon law, HOA approval is not required for solar panel installations. Homeowners are still responsible for using properly licensed contractors and complying with applicable regulations.

How long is Architectural Approval valid?

Approved work must generally be completed within six months. If the project is delayed beyond that timeframe, a new approval request may be required.

Homeowners Meeting

I’m unable to attend the Annual Homeowner Meeting. Are meeting minutes available?

The Homeowners Association is made up of all property owners whose homes are legally tied to the Association through the property deeds and CC&Rs.

What is a proxy form and when should I use one?

If you’re unable to attend the Annual Homeowner Meeting, you may submit a proxy form to allow another homeowner or Board member to vote on your behalf. Proxy forms help ensure quorum requirements are met so Association business can be conducted during the meeting. Completed proxy forms should be submitted before the start of the meeting.

Annual Dues

How much are the HOA dues?

The annual dues assessment is $95 for the 2026 calendar year. Dues are billed once each year, and invoices are mailed at the beginning of the calendar year.

What are the annual dues used for?

HOA dues help cover maintenance of common areas, including the grassy areas along 53rd between Elk Run and Falcon, as well as a small HOA owned wetlands area. Dues also support tree management within HOA maintained spaces, including the removal of downed or hazardous trees that could impact nearby homes. Additional expenses include insurance, bookkeeping, legal services, and reserve funds for unexpected community costs.

Governing Documents & CC&Rs

I purchased a new boat or RV. Where may I park it?

Boats, trailers, recreational vehicles, campers, and similar equipment must be parked off the street in a garage or behind a fence.

I lost my copy of the CC&Rs and don’t have access to a printer. Can I request a printed copy?

Yes. Printed copies are available from the Board for a small fee. Please contact the HOA by mail or email and include the best way to reach you so arrangements can be made.

Pets

Are dogs allowed to run loose in the neighborhood?

No. The CC&Rs require dogs to remain on the owner’s property or be on a leash when off the property.

My neighbor’s dog barks for long periods of time. Is this allowed?

The CC&Rs do not specifically regulate barking dogs; however, excessive or continuous barking may violate Albany City Code.

Homeowners have a couple of options if this becomes an issue. You may contact the HOA first, and we can reach out to the homeowner to make them aware of the concern and see if it can be resolved informally. If the issue continues or you prefer to address it directly, you may also contact Albany Animal Control or the Albany Police non emergency line for assistance.

CC&R Enforcement

My neighbors may be violating the CC&Rs. Why hasn’t the Board addressed it?

The Board primarily responds to concerns and complaints submitted by homeowners rather than actively monitoring the neighborhood for violations.

How can I report a violation?

The preferred way to report a violation is by submitting the electronic Complaint Form available on this website. This helps ensure the information is received quickly and routed for review.

If you prefer, you may also download and print the Complaint Form and submit it by mail or email. A Board member will review the concern and follow up as appropriate.

What are the most common complaints received by the Board?
  • Improperly parked boats, trailers, or RVs
  • Visible trash or yard debris containers
  • Unfinished or poorly maintained landscaping
  • Dogs running loose
Is there a faster way to resolve certain violations?

Some CC&R violations may also violate Albany City Code. In those situations, contacting the City’s Code Enforcement team may result in a faster resolution.

HOA Board

Are Board members compensated?

Board members serve as unpaid volunteers. Per Association policy, current Board members are exempt from annual dues while serving on the Board.

How can I become a Board member?

The HOA Board may include up to four positions, which are elected each year during the Annual Membership Meeting.

Homeowners interested in serving are encouraged to contact the Board to learn more about the process.
